Ensure there are no restrictions applied at the status properties in workflow

Even though the app has required permissions as mentioned in the articles Global permissions and App Permissions . There could be a statues properties restricted to groups/roles/users. Ensure the app has all the permission to view the issues for completing indexing.
How to check if there are any restrictions applied at workflow properties:
Navigate to workflow.
Select a workflow and click edit.
Click on View Properties against status
Now you will see a list of properties. If there are any properties, as shown below screenshot, there are restrictions applied at the status (here, the edit and comment permissions are only granted to group Development), which means the app doesn't have complete permissions. When you perform indexing, this workflow issues will not proceed with indexing.
To avoid this permission issue. Along with the above properties please add edit permission for the projectrole for atlassian-addon-project-access.
